13.04: There is a program in Ubuntu called "Software Sources". You can do a search in the Dash for it. Open it and click the last tab, which is for drivers. Click on the AMD Proprietary driver and click Install. That's it. Not hard at all.
12.10 or earlier: You may need to do a web search for an AMD/ATI driver PPA. Ubuntu 12.10 and 12.04 probably wont know about your card so wont be able to do the automatic install, but if you can find a PPA that holds the driver, this will also be easy to install.
Otherwise, go to the AMD website and download the driver manually. The installer AMD provides is not very easy to use, so try the Software Sources or a PPA first.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.
