    So DNS resolution is working/ I can get online with those rules. I tak eit those packets are going through since the numbers are showing.

    Is there a way to restrict a user account to only connect to a specific IP?

    'owner' module of iptables should help with that. You can add a rule to block everything from a user except when the destination is the specific IP.
