Closed, this was working as it was supposed to but just gave an false error.
I have the same issue, i can connect chrome to use the socks5 connection (i think it is socks5 but could be v4) with ok results but i get a connection refused by any other program.
i have followed many guide lines:

( http://www.catonmat.net/blog/linux-socks5-proxy/ ) no go...
and a few other googlefu'd links but look just about the same as above.
disable firewall and added port 22 in on allows list but still a no go....
any help for a newbies would be greatly appreciated.
