What can I do with .do web pages?

There are examples of what I mean here:
    http://mdph-78.action-sociale.org/?details=formulaires

    The problematic links are:
    "Télécharger le formulaire Cerfa n°13788*01"
    https://www.formulaires.modernisatio...cerfa_13788.do
    and
    "Télécharger le formulaire Cerfa n°13878*01"
    https://www.formulaires.modernisatio...cerfa_13878.do

They point to .do web pages and are displayed on my computer as totally black pages.

    Am I missing a pluggin?
The result of the "make" command:
    - Sitting bored in front of a computer
    - Watching abstruse output scrolling upwards too fast to be read
    - And waiting for something to go wrong

Those problematic links offer to download a pdf file on my machine.

And the content of this page is pdf web form.

So, all you have to do is to enable a pdf viewer in your browser.
