As I continue to try and comprehend... all I look at says there should be no problem, there is !
This is not in accordance with what I have in my research:
Perhaps I have been looking at old antiquated information ... this is a link from where I expect the config file to be, to a different location... I am working on a link rather than the file and maybe the operating system is doing the same ??

lrwxrwxrwx 1 root root 17 May 1 2012 /var/lib/alsa/asound.state -> /etc/asound.state
Or perhaps - likely - alsa has changed since then and the config file re-located to /etc/ is correct ?
Will see what I can find out about why when where that symlink was instigated - never seen such in all the docs I have thus far encountered !
Thanks for the updated status, response; nothing was out of order with permissions in the /home directory, nothing changed or fixed.
Next I must come up with a test to probe where the problem might lie. Everything is right, but somewhere something is wrong !

I do not know, but I can find out
