Gnome-panel rebuild in saucy -universe

There is a rebuild gnome-panel (3.6.2-0ubuntu4) in saucy universe section.
This is built against gnome-desktop3_3.8 and libgweather_3.8.

Can you spesify exactly at what point the freeze happens.
Do you get a login screen (gdm)?
Have you tried booting with a main line kernel?
I think this has nothing to do with gnome-panel session.
