You're missing a few commands. What works for me is the following:

sudo mount /dev/sdXx /mnt
sudo mount -o bind /sys /mnt
sudo mount -o bind /dev /mnt
sudo mount -o bind /proc /mnt
sudo chroot /mnt
Where /dev/sdXx is the partition you want to chroot
if you need network access use the following command before running the chroot command:
