When I try to open a midi file on ubuntu 13.04 I get the message:
Required plugin could not be found
Videos requires to install plugins to play media files of the following type: audio/midi decoder
In the past when I had ubuntu 13.10 I could play them...

Those are proprietary plugins, they can't be installed with an upgrade. Use sudo apt-get in the terminal to get gstreamer-plugins-ugly and gstreamer-plugins-bad.

You probably didn't check the box to install third-party media plugins at installation. Depending what media player you're using it will give you the option to download the required plugin through the program itself.

Since I notice you installed ubuntu-restricted-extras, I think those two files should already be installed.

You need the Timidity package in order to play MIDIs.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.

MIDI is not a proprietary format, so ubuntu-restricted extras doesn't help. Actually it's not even an audio format, and therefore none of the gstreamer plugins (or any other codecs) help you there. Instead you need to get a program that's able to play the MIDI data into audio (usually a software synth or some similar tool). And Timidity is the most common tool when you just want to get some kind of audio conversion without knowing the exact instruments the MIDI file was made for.
