Ubuntu 13.04; updated GNOME to 3.8, using GDM: ISSUE with panel icons

Right clicking on panel icons, in top right, produces pop-up menu but I am not able to access any component settings.
e.g. If I right click on wi-fi icon, the pop-up menu appears but I am not able to open the "Network Settings" from the menu.
However I can go access the system settings via right clicking on username. Hopefully I explained this well enough.

    Thanks!

edit: Solved, somewhat! Used the software updater. It had an update for gnome and this resolved the issue. I can now
access sound, wifi, battery settings. However it does not resolve the bluetooth settings. Maybe still needs a fix?
