Screen Dimming and Lock

I was not sure wether to post this in this forum or Desktop ENv forum, but let me start with this one.

New pretty much plain installation of Ubuntu 13.04 64-bit on Toshiba R840. The only other thing I installed is xubuntu-desktop.

Attached are my Brightness and Lock Settings. The problem:

- Screen never dims
- Screen Never locks

However it does turn off and requires password when wake it up.

How to fix dimming and lock?
