Can't even access my own computer from the network browser
Even if there was some problem with other computers on the network typically you can always access your own computer from the network browser

More details, please. Your network includes a computer using (some operating system) and it has a folder which was shared using (some method -- complete details, please.)
There are lots of ways file sharing can be blocked, including firewalls, and even router settings.
I'm no expert. I always use the simplest possible approach -- and it always works.
