Dash, Alt + F2, and shut-down menu no longer display properly in 13.04

I upgraded to 13.04 this week and the dash, alt + f2, and the shut down menu no longer render correctly (see attached images, though I am not able to take a screenshot of the shut down menu). I am on ATI Radeon X1250 and the driver is indicated as Gallium 0.4 on ATI RS690.

Any ideas for fixes for if this is a bug?

Graphics driver issues. Check to see if you can download additional drivers?

I had tried installing some different drivers, but after making changes the launcher bar (left edge) and menu bar (top edge) disappeared.

Anyone else out there with an ATI Radeon X1250 on Ubuntu 13.04?

Install Unity Tweak Tool. Unity Tweak Tool -> Unity -> Additional -> Search -> Background blur = off.
