Is i really too early to be upgrading to 13.10? Is it best to wait a while?

Also, what would be the simplest way to do it (i never did it before) and smoothest?

Lastly, i only have 2 ppas....one is Google Chrome (which has no ubuntu versions listed on it) and the other is web8upd's Oracle Java ppa...and that one does say Raring...
would i have any problems with those? anything i need to know or do?

Not so difficult. All you do is edit your sources - replace raring with saucy. Then apt-get update, apt-get dist-upgrade, and the deed is done.

I made a fresh install of raring in a new partition, and did just that. At the moment, there are no upgrades in the saucy repos - all they've done is replicated the raring tree under the saucy tree. Fer godz sake, they only just released raring! In a few days they will load in the new toolchain, and it's off to the races, ha ha!
