There are two entries for the gnome control center on my installation because I have the gnome shell as well as unity. Try the following and restart.

 sudo apt-get install --reinstall gnome-control-center-unity

By posting a duplicate in another sub-forum you are not increasing your chances of getting help but the opposite as its confusing and dilutes community effort. Appearance button and settings menu is still missing.
I have tried all of the above and nothing has worked.
Does anyone know any other way I can retrieve my settings.
I cannot change my desktop behavior or theme at all.
I can only change my desktop background by right clicking on an image.
Please help.
