but i want that tool to be powerful,general purpos. in other words,it's not for certain things .

Your post is (unfortunately) not clear. You may want to look into localised support.
There are many tools built-in to Ubuntu for managing a network. They are all accessible from a command-line. What exactly is it that you want to do?
The Linux philosophy is to use many small programs that each do one thing and do it well and, as network administration involves many different commands, there is no single "network administrator" CLI application.
Most tools needed for network administration are already included with your Linux system and you can easily install any additional utilities as and when required.
