Vsftpd unnable to connect.

Hello I'm quite new to ubuntu forum,usually i ask my questions on ask ubuntu,but none managed to help me with my problem.
I'm using ubuntu server 12.04 on a machine on which I'm making a private project which involves ftp server, I looked over the internet and though that vsftpd was my best choice.
The ftp server is installed and working at 99%, the 1% is the problem, I cannot connect to my ftp server with no client at all,both from ubuntu and windows unless I have a stable connection through ssh.
Tried through filezilla,phpstorm(which I use the most) and tried with browser.
It simply goes in a loop after log in.
Any ideeas?Ill post my vsftpd.conf also:

If you have the ability to connect with SSH, then you already have the ability to use SFTP. That's built into OpenSSH-server and you can then connect with sftp, Nautilus, or FileZilla without needing to add vstftpd.

Thank you Lars I, can connect to sftp thanks a lot without any other ssh connection,a easy solution yet it took me months to find it out.

If you want to stick with sftp that´s fine. If you want to use vsftpd on your Version of Ubuntu, you will have to compile vsftpd on your own because a small bug in the 2.3.5 vsftpd.
Use vsftpd.2.3.5-ext.1 or compile vsftpd3.*.*
