Upgrade system, keep programs

Hi, is there any way to upgrade ubuntu based linux system, but keep all settings, programs, files. I have Xubuntu 12.10 and I want to prepare for 13.04. And I want to know, if I have to reinstall whole system or is there better way.

You just use the upgrade manager which will keep the settings/programs/files. They will be updated to the latest version though.

So when 13.04 is released, I will update a lot of things in my upgrade manager and it changes my system version into 13.04? It seems too easy..

"Upgrade manager" is it possible, that in Xubuntu it is called "Software updater" ?

You won't see the Upgrade Manager until 13.04 has been released, the program doesn't have an entry in your application menu.

When the time comes you should be asked whether or not you wish to upgrade.

Never used Xubuntu but if its like other buntu distros then open terminal (Ctrl-Alt-T):

sudo apt-get update

A alert should come up stating that there is a newer version and will offer to install for you. It will be no change to your files as it is just some added features and security updates. Also some bug fixes.

@ Bresser, the OP is talking about upgrading to the next release 13.04.

If something goes wrong in the upgrade:

You can do a fresh install of 13.04 and later install all applications as you had in the old version. More advice in my signature.

I don't know.. it is my style to format disk and reinstall whole system, but I don't know if it worth the effort..
So, what are the major changes in 13.04 against 12.10?
