How to set the access rights of a particular user?

    Hi all!

How to set the access rights of a particular user?
i.e. how to limit a user to access only for
    (i) some particular harddisks or folders or network drives?
(ii) and some assigned application software, e.g. firefox, libreoffice,... but not others!

Thanks for any kind of help!
