I think Ubuntu will only work on high-spec tablets and phone, so quad-core CPU and 1 GB CPU.

    I guess your tablet is low-cost and low-spec ...

    Well my tablets specs
    ARM Cortex A9 (Dual Core)
    nVidia Tegra II T20 1Ghz

Nope, that is much to weak. Ubuntu will need a Quad core ARM and AT MINIMUM 1 Gigabyte of memory and 1.5 - 3 Gigabytes of space to install itself.

Wow,I didn't think it would be that demanding,Oh well.

Does anyone know what other Android OS would be suitable for my Tablet?

    Maybe something on http://www.cyanogenmod.org/ ?

But: I wouldn't bother ... the specs are too low. It is a cheap tablet, isn't? About 100 - 150 Euro? I have such a tablet with Android 4.x, and I'm sorry I bought it: it's slow as hell.
I also owned a HTC Wildfire, and it was even too slow for Android 2.x, let alone Android 3 or 4

I have a Samsung Galaxy SII phone and it's much better.

I would say anything below 1GB and 1+ GHZ dual-core is useless for anything modern.
