Menubar Style: Top Screen Menubar... but it doesn't place itself properly. Eh?

Kubuntu 12.10 64 bit, KDE 4.10.1 via PPA.

I was tinkering around with the menubar option which is found in System Settings - Application Appearance - Fine Tuning - Menubar Style. It doesn't appear to be operating the way I anticipated. It's keeping the menubar down quite a bit further than I expected. In order for me to select an item, I have to hover my cursor *exactly* over the pixel that wakes it up... as opposed to it being on the monitor edge where my mouse hitting the edge of the screen would bring it up.

Here are some screenshots as what I'm trying to explain is a bit difficult. The first is my cursor getting close to the area, as you can see the blue glow. The second is where I woke up the menubar. Why is it not going to the very top edge of the screen? Any ideas?

Well, I figured out why this was happening, but not a way to prevent it. I have a Kunity style layout, meaning I'm using a Unity orientation but in KDE. As a result, I have a panel on the top edge of the screen. It's invisible in the picture due to the theme I'm using, but it's there. That's why it's not justified to the very top edge as the panel is there. If I move the panel away from the top, the top screen menubar goes right to the edge as I'd expect. Anybody have any clues on how I can work around this?
