Why does scripts and patterns are disabled by default in ubuntu?

In case you don't know ubuntu have hidden scripts and patters and in order to display them i need to use ubuntu-tweak every time so why are they not active by default???

By script i mean like compress to pdf or covenrt image to jpg or png you can find all of them in a folder called nautilus-scripts.

And as for pattern i mean like create txt file or html file or odt file and etc in right click options on the desktop.

    Thanks in advance.

it is a specific issue such scripts and patterns should not be hidden in the operating system but should be displayed by default.

The nautilus scripts are not included in a default install.
They are included in ubuntu-tweak. Have a look in /usr/share/ubuntu-tweak/scripts/

Ubuntu-tweak allows you to add these to ~/.gnome2/nautilus-scripts
You can just as easily download and add your own scripts to ~/.gnome2/nautilus-scripts from
    http://gnome-look.org/index.php?xcontentmode=188
