It is coming up with this and I have to go to my control panel to get a link to post to a subforum.
So all the subforums except for a few are locked out for me.

See the little plus sign across from forum community. Click that and it will display the forums.
Do you see the icon that is on the right, on the same line as "The Ubuntu Forum Community"? It looks like this:
Click on it and all the sections and sub-forums will appear. What has happened is that you accidentally clicked on the collapse button - and "collapsed" the whole of that section. It may seem illogical to have a collapse button for all of the sub-sections and sub-forums on the home page, but in fact there is another one hidden from you for staff use only and we can't remove one without the other. The pre-upgrade forum had the same.
