If attempting to add an attachment I don't seem to be able to change from the home folder to a sub-folder within home (eg: Pictures). Am I overlooking something?

In your screenshot, you can see a button called "Add Files". Press it and select your file. I'm not at my computer at the moment, so I don't remember what comes next, but when I get back I'll post (unless you figure it out in the meantime).
EDIT: I agree that the new form is not as intuitive as the old one.

My brain is screaming for the torture to just end. What I want to be able to do is change to a different folder to select an attachment, but I don't seem to be able to do that.
I've even been experiencing seizures due to these changes which is extremely unpleasant!
Stinkeye is correct; you can do this. Otherwise…
Well, we better stop your seizures!
Here is my quick guide.
- Select Manage Attachments. A new tab (or window) will open.
Manage Attachments.png- You will see your previous attachments. (It doesn't show all of them.)
- Select Add Files.
Add Files.png- Select Select Files.
Select Files.png- Choose the file or files that you wish to upload using the standard Ubuntu file-selector.
- Repeat steps 4 and 5 as required.
- Select Upload Files.
Upload Files.png- At the bottom of the screen, you will see your files.
- Optional: Select Insert Inline if you want thumbnails in your message (as in this post).
Done.png- Finally press Done, which closes the window.
