Nope. That's from before the year 2000. Back in those days 1024 was the number of bytes in a kilobyte. 1024 is now the number of bytes in a kibibyte. So:
1GB = 1000 x 1000 x 1000 = 1000000000 bytes
1GiB = 1024 x 1024 x 1024 = 1073741824 bytes
whatever my definition is, I'm sure it didn't change together with the ntfs partition resize. As I said, before the shrink the reported size was right and now it is wrong.
Now there you got me. It seems to me you have a choice. It was either wrong before and now its right or it was right before and now it's wrong.
Run the following command to list your partitions and force the output in GiB:

Then run the command to force the output in GB:

sudo parted -s /dev/sda unit GB print
I'm guessing one says 400 the other 430.
