Kubuntu 12.10: No vertical scroll?

I have Kubuntu 12.10 and PCLinuxOS KDE both 64 bit installed on Virtualbox. In PCLinux, if I have an open window with a right-hand scroll bar (like System Settings or the Dolphin file manager), I can use the middle wheel on my mouse to scroll up and down through the window. With Kubuntu, I can't scroll. I have to left-click on Kubuntu's scroll bar and drag it. Does anyone know how to get Kubuntu to scroll using the middle mouse wheel?

The mouse settings in both operating systems are the same. I changed the Window Settings in Kubuntu to match those of PCLinuxOS. Didn't make any difference. Any ideas? Thanks.

Well, I installed Mint KDE in Virtualbox, and it has vertical scrolling with the mouse wheel. I wonder why Kubuntu doesn't do this??!!!
