Thumbs up Informative panel, tied to title / to the class of a window

Does someone saw or does one have ideas how to realize a 1-line panel,
i.e. line of 25 pixels in hight and with different width
so that it appeared on the screen
when a window with the certain title or class appears.

In the panel it would be desirable to show information,
for example, the load of processor.
Or a button for a program launch.

Thumbs up launch-panels with actions on RMK and MMK

Does someone saw or does one have ideas how to realize
launch-panel, i.e. 1 row bar with the buttons or applications icons,
so that every button would be tied up not to left mouse button only,
but also to action on RMK (right) and MMK (the middle mouse key).

In ideal, the panel must support drag-end-drop,
i.e. You pull bin-file onto it from a file manager - and its icon has appeared on the panel,
or window editing properties of the future button has been opened.
