.mp3 to .qcp file conversion(Cannot download ANYTHING)

hello,
i have a Kyocera Brio that only plays .qcp files. i need help converting the .mp3 to .qcp and i cant download anything. please do NOT suggest that i download anything. i need an online file converter that supports .mp3 to .qcp file conversion. i know that this has nothing to do with ubuntu but help please. i couldnt find any other help anywhere. HELP

I am running windows 7. On my step-dads computer till i get mine. That will be like 2 months from now and thatll be windows 7 ultimate. I cant install anything. Or download anything.
