Hmm well from that output it seems to be finding libblas so I don't think the actual libraries are necessarily the problem
What release / version of Ubuntu are you running? for the record, here is what works for me:

IIRC it will configure and build without the tex packages, but you lose the inline help. This is on a 12.04 Server box so configure warns about being unable to find graphics:
