I am trying 13.04/64bit with a touch monitor that works well with w7 and w8

I have limited success.

I have installed the following packages: touchegg, xserver-xorg-input-multitouch

I am missing the pinch to zoom and the scrolling gestures in chromium, chrome beta and Firefox.

Was the implementation in 12.10 more complete?
