Detect lowabndwidth?

Hi all,
I want my website to detect if a user has a bandwidth limitation, and redirect them to a dialup friendly page if they do. Does anyone know where i might find some code snipets for that type of thing?

In javascript, start a timer, download a few items via javascript, stop the timer, and check the result
