I don't know if the Galaxy Note comes with tethering support. If it does, you could try creating the FTP server, then plugging the phone into the computer and turning on tethering on the phone. The computer will use the phone as an internet connection, but it will probably also result in the phone's FTP server being accessible through the USB cable instead of wifi.
There are guides around to make MTP work properly... but I've never got one to work.
Or, the other option is to upgrade to 13.04 a little early as it reportedly has the proper MTP support already, you'll be able to plug the phone in like normal to access it on the computer.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.
