Whoever came up with the phrase "There is no such thing as a stupid question" obviously never had the internet.
Users with <25 beans cannot adjust the UserCP (hence can't set an avatar) . It used to be 50 beans (posts), There is a sticky about it on the forum. It is an anti spam measure that has been around quite a while now .
Edit: I didn't actually "forget" the OP question, I don't make New Year's resolutions, they get broken too quick .
