I have a 3G-modem of type ZTE MF190J. It works very well in Ubuntu 12.10 and 13.04 after I add or modify these two files.
1)
$ sudo gedit /etc/usb_modeswitch.d/19d2:1542
Code:

2) Added one line to /lib/udev/rules.d/40-usb_modeswitch.rules (just below the last ZTE line):
$ sudo gedit /lib/udev/rules.d/40-usb_modeswitch.rules

ATTRS{idVendor}=="19d2", ATTRS{idProduct}=="1542", RUN+="usb_modeswitch '%b/%k'"
Will these changes become part of the final Ubuntu 13.04?
I had still edit the files manually in Raring 13.04 (daily test).
