    Debian -> Ubuntu -> Mint

    I have decided to use linux mint on my java/php/javascript program developing.

    How i need to understand that linux mint is based on ubuntu and ubuntu is based on debian, i want to publish my applications.

    What i need to know about this debian->ubuntu->mint fact, what i need to read and learn before i can publish php/java/javascript code and applications on my site.

    I dont know yet that much of open source and free programs, is this something that ubuntu and mint have taken care, and i can just use mint.

    If I understand your question correctly...:

    When you have built a web solution in LAMP or another web server environment you can easily move it to another LAMP installation, provided you have the same rights.

    You don't have to worry whether the web server sits in Mint, Debian or another distro.
