windows 7 firewall on = no shares, firewall off = shares ok

So what to do, I added port 139 like this site suggested.

with windows 7 firewall off, I can connect to server on another subnet, as this shows.

My ubuntu pc is on 192.168.1.103 and the windows 7 oc is at another router at 192.168.200.30

I was able to turn win7 firewall back on by clicking properties and select 'allow incoming connections'
by default this is set to 'block'
And I dont know how to configure exceptions for this yet.
And I can share files.
