Can't change desktop themes

Hey,I just installed Kubuntu 12.10. It's a brand new fresh install and I can't apply new desktop themes. Nothing happens....and I don't know what to do. I tried killing plasma-desktop but nothing happens so...please help
Just when I thought everything will be fine with 12.10 and this came up....jeez 12.04 was awful...the karmic days with kubuntu were awesome that's for sure. Anyways,please help and thanks in advance

Are the new themes appearing in the theme selection window?

Yes they were and the strangest thing I figured out was that when I log in with another user I AM ABLE to change the themes without any problem....so I did that but KDE got even worse with the KDEInit errors falling from nowhere so....I went back to Debian.
