Yes it is released.
You have to go onto the Android market and download it.
I believe that it is $2 and you also have to have a terminal emulator on your phone.
There are instructions in the app that will tell you the specifics.
ok, so it's not a ROM or it's own OS? you have to run it through android OS?
I wouldn't recommend buying this. It is not canonical that has made this, it is a company called linuxforandroid. Besides, you have to root your phone.
Very easy way to brick your phone.

I'm not sure what software people in the earlier posts are talking about but there is an official Ubuntu for Android, it just hasn't been released yet because it's still in early development.
At the moment the only device it works on is the Google Nexus 7 tablet.

Most likely no. The publisher would have been canonical, not linuxforandroid.
I am not saying it is bad, but I would be careful to install ubuntu for android that are not released by canonical. Ubuntu is after all canonicals product.
If you go into the android app market (play something) and search for ubuntu, you will find this app that is called ubuntu installer for android.
