12.04 installed on external hard drive and I want to upgrade it to 12.10

Is there an Ubuntu loco near you that you could obtain installation media from ?.

I live in rural India, so no LoCo nearby. But I'm not far from a tech college. I'll check if there are some Linux geeks there. I always like to upgrade when I can, but 12.04 is working good for me so I'm in no rush.
