    Window/screen dims certain programs

Alright, I know that there is a 'feature' that will dim unresponsive windows, and I have already disabled that.
(CompizConfig > Fading Windows > Dim Unresponsive)
Despite this, windows still dim, (mainly Eclipse, any browser loaded with GMail, or Chrome/Chromium on a themed app launcher).

I have also noticed that I still get screen dimming effect if I go into a:
    TTY (Ctrl+Alt+F1-6)
    Unity & Unity 2D
    Gnome 2 & 3

Has anyone else had this problem? It's been driving me crazy for a while now and I'm starting to consider moving to another distro if I can't solve it.

I should note, this is a Desktop, and not a Laptop.
It also has nVidia's drivers installed, with power saving turned off.
Ubuntu power saving is also turned off.

It's been driving me nuts for ages. Tried disabling dim-responsive again on 13.04 and the problem has done away (after a logout/login)
