Exclamation Update Manager partial upgrade is wonky

When I open Update Manager on 10.04, I am greeted by the following message:

When I click Partial Upgrade, halfway through calculating changes I get an error message that says that kde-udpate-manager is marked for removal but it is in the blacklist for removal. Is there a way to fix this?

According to the tag on the post, you're trying to upgrade to 10.10, which as reached EOL. That's why you're getting the partial upgrade/having issues. Download the ISO of a supported release (list here). The latest is 12.10, latest LTS is 12.04.
