Can not turn power management off

Hi, I am using 12.04

sudo iwconfig wlan0 power off

works but not when I try to make it permanent, I googled and other people have had the same issue in 12.04.

My wireless uses ath9k and it works better with it off.

Should I write a scrpit and what should be included?

Does it work in /etc/rc.local? As you know, it doesn't require sudo.

I added the option here:

/etc/pm/power.d/wireless

but it did not stick.
