Touch pad slow/freezes, and scroll doesnt work

Hi everyone. I just installed Ubuntu on my HP Dv4 2153cl and i'm having some issues with my touch pad. the mouse is not moving as fluid as it does in Windows and randomly freezes. Also, my touch pad scrolling is not working. Hope someone could possibly help me out with my problem, I'm still new to Linux (but still glad i've made the switch). Thanks!

open your touchpad settings and enable scrolling, you may find something useful
if you are using unity search for mouse and touchpad

Play with the mouse polling rate if it still lags.

(hopefully that's still in Compiz Config Settings Manager, or I'm talking nonsense)

My mouse/touchpad settings only has a section with mouse. Is there a way to turn on the settings for the touchpad?
