are there free open source games like midtown madness with cruse feature.and it should have good steering capability on keyboard .i know there are many free flight sim games with vast number of addons i think the same should be done for driving games.

As far as I know, no. Best option is probably to play Midtown Madness through Wine (MM2 works generally very well).
