How can I open .url shortcuts instead of downloading them?

Hello. A while back I was able to open my .url shortcuts with both chrome and firefox.
But now they both download them instead.
Same thing happens when I try Ctrl+O.
It downloads the file instead of seeing it as a url shortcut.
I've googled it, and in windows you can solve this by choosing "internet brower" for the file extension.
But I have no idea how to do this in xubuntu or any oter linux versions for that matter.
And in xfce you can't even specify the software with the command line. I can only choose between the .desktop shortcuts in the start menu.

    Please help.
