There's a link below the page (left side) that says Change background image. Click it then select the image you want to make as background of your Google homepage.

If you have a google account, just upload your image from your system to picasa web, it's cloud based and doesn't install on your system.

Thanks for getting back to me so quickly but I was wondering if there was a way to do it without using Picasa?
Unfortunately, the option to upload a picture from the computer is no longer available. So the only way to change it is to have a Picasa Web Album account, upload the photo you want and pick it from the selections.
