Simple answer: No.
There are ways, however, to make a straightforward clone of the operating system partition once you have it running as you want, which you can then restore if necessary.
Have a look at remastersys or clonezilla.

There is no equivalent to Windows system restore in Linux that I know of but there is different types of backup software . I have just learned to pay closer attention to what I am doing with Linux. I use Ubuntu One to sync my home folder and simply download them for each new Ubuntu installation.

In my opinion, if you are concerned about data loss you should be keeping your /home on a separate partition that way no matter how the system might "break" at least all your data is safe. I keep my /home on a separate drive entirely.

Win restore doesn't affect data at all just resets any system or software changes since the restore from date picked.
