ROOT gives YOU, -the user- root permissions over that phone. You can allow/disallow application (root) permissions only after it's been rooted. I suppose it is possible for a 'silent exploit', but unlikely....that I know of. With that said, the GT-S5830/Galaxy Ace was most likely sold with Gingerbread installed. Are you sure it's not malware? There are many forums (XDA, Rootzwiki, etc) that have guides, ROMs, and tweaks for different phones. Unless someone here has a better idea, that's where I would start.
