You can control it better with Caffeine. If you want it on all the time add this to xorg.conf:

I am having this same problem with an ATI card and the open source driver. Did you all ever come to an agreement on the proper steps to take to fix this?

I'll be honest, I gave up. In the end I uninstalled all power management and screensaver packages and I physically switch off my monitor when I go away. Sad but true.
