    Cannot change system language settings

I upgraded from Kubuntu 12.04 to 12.10, and now I can't access part of the system settings.

Also, I'm not sure if this is related, but spell checking on Chromium seems to no longer be working, even though I have it set to "on" in the settings.

I've upgraded from 12.04 to 12.10 on 2 computers now and seen this after rebooting on both.

Are you also having problems with spell checking on Chromium (if you use it)? Because spell checking on Chromium for me won't work even though it says it's enabled, but that could be because I added the PPA for Chromium-dev (ppa:a-v-shkop/chromium-dev).
