Is there anything similar to Dragon Naturally Speaking for Ubuntu?
That is, to accept spoken dictation and commands?

Check this Wikipedia article Speech recognition in Linux, there are a lot of recommendations.
Live long and prosper.
And use lotsa Linux, BSD, and Emacs.
I was unable to get a package to dictate user controls easily (and without spending considerable time) on 12.04 or 12.10, Unity (I believe) will end up making this process more straight forward (in further releases), if you are trying to control operations through voice command. I was however partially successful (in prior versions) only to have package requirement errors upon upgrades, nothing worth writing home about (yet, from me anyhow).
